First of all, there are tons of android smartphone user. Some people even have bunch of android smartphone either for leisure or business. It is normal.
For developer, they need to know the popular platform to market their app, either by ads or by direct selling. New android version doesn’t always mean better. There are bunch of people that i know which is still using the 2.0 Android OS in 2016. Why? because it is much simpler. Maybe, new Android Nougat that is going or is already released in some country won’t be the most popular OS.
