Top 4 – Law (Strong but Requires Effort)

Before jumping into the top three, Law deserves a quick mention.

Law is surprisingly cheap to build and offers very high DPS for his cost. He also applies Wanted effectively, making him useful in many team compositions. However, his main drawback is micromanagement. To fully maximize his damage, players need to manually manage his Room ability, which most players avoid since auto-play and auto-upgrade are more common.

Because of this, Law often performs below his true potential in real gameplay. While still a strong unit, he falls just short of the top three due to how demanding he is to use properly.


Top 3 – Doflamingo (Pink Villain DPS Swarm)

Doflamingo earns his spot in the top three due to one thing: absurd value per cost.

His passive allows him to automatically fill empty unit slots with copies of himself. As you upgrade one Doflamingo, all other placements become cheaper, eventually reaching a point where upgrades cost almost nothing. This leads to massive DPS for a very low total investment.

Top 2 – World Destroyer (Overshield Counter King)

World Destroyer earns second place mainly because of his overshield removal, which is one of the most important mechanics in late-game content.

Overshields drastically reduce incoming damage and are notoriously hard to break. World Destroyer ignores that entirely. His passive instantly deletes overshields, regardless of how much HP they have. This works even without upgrades or evolution.

Shanks is the clear number one unit in Update 10 Part 2 and arguably one of the strongest units in the entire game.

The biggest reason is free Monarch. Shanks always counts as having Monarch without needing traits, instantly putting him ahead of most units. On top of that, his kit is stacked with stuns, damage amplification, and damage reduction bypass.

What makes Shanks broken:

  • Always has Monarch (no trait rolls needed)
  • Stuns enemies on every hit
  • Deals double damage to stunned enemies
  • Bypasses stun lockout with abilities
  • Ignores damage reduction
  • Applies rupture and heavy crowd control
  • Classified as an Unknown unit

Because he is an Unknown unit, Shanks bypasses world modifiers, resists debuffs, and scales incredibly well in nearly all game modes. He can solo difficult content and fits into almost any team.

Despite his high power, he remains surprisingly free-to-play friendly compared to other top-tier units.
