The first Pirate Village Secret is connected to the broken windmill. When you arrive, look for the ropes holding the windmill together and use your sword to cut them. There are several ropes that need to be destroyed, and once they are all cut, the windmill starts working again. After completing the task, return to the NPC to claim your Star and level reward.
The second Secret involves the tavern and only becomes available when the appropriate server message appears. If the tavern does not seem to have anything happening, do not assume the quest is broken.
