Tier List Explanation:
- The S tier includes Dhalsim, Elena, Juri, and Mad Ryu. These characters are considered to be the strongest and most effective in battle.
- The A tier includes Balrog, Beast Zangief, C.Viper, Combat Guile, Poison, and Rose. These characters are still strong but not quite as powerful as those in the S tier.
- The B tier includes Chun-Li, Dudley, E.Honda, Mayor Cody, Seth, and these characters are considered to be solid choices but may not be as strong as those in the higher tiers.
- The C tier includes Adon, Blanka, Ken, Makato, Ryu, and Zangief, and these characters are considered average in terms of strength and effectiveness.
- Finally, the D tier includes Abel, Feilong, and Guy, who are considered to be the weakest and least effective characters in the game.
