The drop location is marked by tornado-like wisps spinning in the air.
Once you reach the spot, you cannot simply pick the feather up. Instead, you must use the Cut ability to collect it successfully. Without using Cut, the feather will remain inaccessible.
2. How to Get Rainbow Feathers
Rainbow Feathers come from a different legendary Pokémon: Ho-Oh. Just like Lugia, Ho-Oh flies across the map and drops feathers while passing overhead. When it appears, you will also hear a roar that signals the event.
